I understand jobs are about maximizing profits and time with a demand for multitasking, but taking a couple minutes to finish up with the first customer you helped before helping a second customer who doesn't just have something to scan, seems like the obvious path here. If that does not align with your consumer policy, then at the very least, the store clerk should communicate their actions/intentions with the customer instead of just walking away.

Had a large item to ship and the staff was very helpful in explaining all the options, how they were going to manage the packing and then how the shipping process would work. Felt very comfortable with the whole experience.
