Witnessed my father in law get scammed when putting gasoline in his car. No gas came out the valve while the meter was going up. that is very sketchy

Horrible gas services because I put $14 credit for gas and only 13.22 of Gas was put in my car. When I picked up the valve from meter, the meter was already going up to .77 cents and NO GAS COMING OUT AND THEY WOULDNT REFUND 0.77 cents even though it’s not much but I still feel scammed never coming back here again ! DO NOT GO TO THIS GAS STATION UNLESS YOU WANNA BE SCAMMED horrible customer service as well when I went to inform them about the problem they said I was lying
