It is almost always cheaper to hire an accountant to do it than to hire and train an additional employee or team of payroll employees. The standards are very strict and laws are constantly changing, so it is risky legally doing it yourself. If you take out too much, the employee can press charges, and if you take out too little, you have federal agencies fining you.
