Harbor Freight has come a long way over the years. Once known for cheap tools that were quick to break and be discarded, the quality of the tools are much more reliable now. While the prices of the tools have also risen, the out-the-door cost of the hardware will still be saving you money than many of the big box stores or name brands.
Regarding this particular location, the employees are incredibly helpful. While there are not many team members on the floor, they are quick to respond if you ask for someone at the checkout desk near the entrance.
