English Lavender never sprouted at all- followed directions exactly as written. Butterfly Hummingbird Garden - 3 flowers. Very disappointed.

I'm very disappointed. I received as a gift and nothing cane up. I followed every direction and still nothing. I see the flower rocket is dated 2019 I received in Dec. 2020.Planted in March and this morning May 21,2021 this is what has come up.
