If the store is full with people checking out and only one register open why wouldn’t the 2nd person in the store open a register?

Staff is friendly but they need more employees to pitch in and open more registers. I've seen some of them hiding in the isles just so they won't have to open a register. Store is messy could be more stocked. Makeup isle looked like a tornado hit it. Some things out of place throughout entire store.
