Don’t even deserve one star. Better hope you have a job making at least $30 an hour to afford their “service” every month. I’ve lived all over Iowa and Illinois and this has to be the most price gouging company I’ve had to deal with. My parents live just south in Morrison and have a substantially bigger house that’s all electric and pay less than half of what this place charges.There was one time when I had an emergency with my finances. Came home after work to a note on the door, the day after my due date, saying my service will be shut off the next day at 9am. Granted I didn’t see this note till 6pm when they are closed. I called the next morning asking if they would work with me on paying partial now and they said I would still be disconnected if I didn’t pay in full. Horrible customer service.

I wish I could give zero stars to this terrible company. Customer service is usually okay, though very understaffed, but the prices are horrible and fees related to reconnection are straight up price gouging. They lie regularly about due dates of bills and have just now disconnected my service four days before my bill was even due. Horrible company. I'd almost rather not bother with electricity or internet.

Every time there is an outage or issue, there is nobody to directly contact. Pre-recorded messages and zero accountability, no ETA for when service will be restored.

I like the service. I would be SOL without it. I realize not everyone is totally happy but I sort of know how a co-op is run/managed. Overall, it is well run and very well managed. We would all like electricity cheaper but without it we'd be in the stone ages.BT Galena

I always have an awesome time at Joe Carroll in Elizabeth Illinois Ryan is one awesome tech and he always makes sure that I get everything I need before I make my climb so I I don't have to overwork myself and we still get the job done.

Service cost a good deal more than other energy services in the area, but hey there’s not much you can really do about that because energy obviously isn’t really a free market.But that’s not my main issue, the main problem is that I moved out of a rental property a month earlier than my roommates, who will be moving out in about two weeks as well. When one of my roommates called to switch service into their name, what should have been as simple as changing the name on the bill and taking his social security number turned into a massive ordeal with them trying to charge him outrageous fees and deposits all over like 17 days of service. They then shut off the electricity in the middle of this pandemic, leaving my former roommates with no way of safely storing food, charging their phones, etc. and refused to let him speak to a supervisor. Some of the worst customer service I’ve ever seen in my life

Absolutely terrible service. I would leave 0 stars if google would let me. The customer service is god aweful and they’re unwilling to help their loyal customers out. They shut my power off during this pandemic because my roommate moved out and decided to stick me with a bunch of fees and deposits to switch the utilities into my name that I already paid when we originally set up the account. They’re an absolute disgrace and should work a little harder at their jobs with their terrible customer service. Would not let me speak with a supervisor nor will help assist waiving the fees since I had no control on my roommate moving out early. Did I mention I was only going to be there for the next 17 days of this month. I would really hope their families would be able to live without electricity during this pandemic.

Ok, the service and the people are great. Never had an issue with the employees... All have been very friendly and they fix outages in a timely manner. The problem is they are a private co-op. Therefore they are unregulated by the state, so they don't have to follow ICC rules. They can charge whatever they want, don't have to follow cold weather shut off rules, etc. and basically don't have to work with you at all.The prices and fees are OUTRAGEOUS. You will easily pay double, sometimes 3x what Comed or others would charge. I would never live in an area where Jo Carroll is the only energy provider again... Utilities simply should not cost this much.

I moved to rural Geneseo from Bettendorf. No options you have to go with them. Same size house - electric only is almost double what gas and electric was from Mid American energy in Bettendorf! Asked for explanation of there pricing with no answers.. they clam they are a not for profit company

Awful, awful company! After not receiving a payment after 16 days, my parents' electricity was shut off without notice! They have never missed an electric payment in 47 years. They are now in a nursing home. One late payment and their electricity was shut off. They should be reported to the Better Business Bureau! Jo-carroll Energy is a HORRIBLE company!
