Staff is friendly, but refused to accept my legal mailing of an unloaded rifle to myself from here to my home in Gilbert, Arizona.

Washington USPS is always friendly & good service in my experience. Note that you need an appointment if applying for a passport. Not sure about how easy the doors would be for a wheelchair user to enter.
