On July 14th about 5 minutes before 10:00 I arrived at this 7-Eleven to play lottery unfortunately this must be a franchise and the owner does what he wants he cuts the lottery machines on when he arrives so if the owner didn't arrive you cannot play lottery. I guess you can do what you want when you're the owner
