We went this morning at 9am to do the passports for 2 kids and the woman there said it's with appointments only. There was no one there and she was lazy otherwise she could help.

Inept. Comically slow. Twice, in a line of 5 or fewer, waited 15 minutes, only 2 people served, finally just gave up and left.

This place is useless. They have 3 walk in hours/week for passport applications and if you go during those hours, they’ll still turn you away.
