I don’t get this place, it says it’s 24 hours but at night the attendant locks the doors and refuses to answer the door. What gives?

This place has a big sign outside. Says same price, cash or credit it's not. You get inside two different prices a lot more for credit. Nothing but a bunch of scammers.
