We can restore a whole house or whole building of windows to have broken glass replaced, new glaze, old paint stripped, ropes, chains, weights, locks, hardware, rotten wood replaced, reconstruct joints, make operational again etc. Windows built before 1940 are worth restoring because they are superior in quality, beauty and long term durability - compared to modern replacement windows. Old windows can be made just as energy efficient when mated with a good storm window. (Besides - most heat losses are going out the top of the building, not the windows).
