The store also features a new beauty concept, JCPenney Beauty, offering skincare, makeup, and beauty deals from big-name brands like Covergirl, e.l.f., and Black-owned brands through Thirteen Lune. The Steubenville, OH location offers a wide range of national brands such as Adidas and Levi's, along with private brands like Liz Claiborne, Worthington, St John's Bay, Arizona Jeans, Okie Dokie, and more. While the store has a wide variety of clothes at moderate prices, the shoe selection is limited, and the service could be improved. The Salon also needs a deep clean, but the stylists are talented and friendly.
Love our little JC Penny’s. Please don’t leave. Believe it or not, I feel more comfortable in our Penny’s than I do at the Robinson town center Penny’s. It has everything I need and everyone that I’ve dealt with as far as sales clerks are very nice.

This is a very convenient store to shop for dress clothes. Glad it’s not going out of business and staying in Steubenville.
