Good programs for assistance, workers want to help, costs astronomically high for a city with 9 months of rain, monopolies are never a good thing. Especially gov monopolies. No water, no life.

Worst utility service I've ever used.
Will cut off service with zero notice or warning. Doesn't keep records of leak repairs and expects you to pay exorbitant bills.
Won't schedule service and expects you to just sit without water until its convenient for them

Applying for assistance with bills took 11 days of paperwork and phone calls; promised email and promised packet never showed up. Incomplete/unhelpful information from those on the phone.
