The mechanic told me on the phone that he has two used tire 11/32 for sell. I arrive on site and measured the depth of the tire myself and they were 8/32. Very dishonest.

Quite dishonest person! Maximum fools you with the prices. He calls his provider, then he inflates the prices and asks you for the job a lot money. Also, forget about taking a RDV, he’s not organized mecanique guy. Poor quality job with poor quality pieces. Avoid this guy!!!
