I don't know about the administration offices but I really enjoyed my afternoon at one of the sidewalk sales days. 2 stages where there were either DJs or shows. Several terraces, several sellers of churros (yum yum), juice and even a taco seller at very affordable prices in addition to the usual food offering.
Good deals to be had, there is something for everyone. Clothing, shoes, books, records, electrical appliances etc.

From July 4 to 7 there is an open street vendor on Saint Hubert. It is an Interesting way of interacting with people.
