Update. I did submit this issue to shell help via their online form.
You absolutely must go inside in order to get fuel. It doesn't matter if you are trying to pay with credit card or debit card. Skip this one.

Place was neatly kept and very little trash around the pump areas. Cashiers are quick to respond and reset pumps for you to use. Many pump stations available.

Pay inside so they can sign you up for rewards.. machine doesn’t work on purpose. I’ll never come back..
