Additional charge and a dirty vehicle.
I pre-purchased my rental through a 3rd party, which also covered the insurance side of things. Come pickup, the car is dirty. As other reviews have indicated, this place seems to have real issues cleaning their cars.
After returning the vehicle I get a mysterious 250 dollar charge on my card, which I naturally assume is for the temporary deposit.
Instead, it turns out I have been charged for insurance I never asked for. Again this aligns with mysterious charges other reviews have mentioned. Strangely, my previous experiences with Avis at other locations has been good. Avoid this location at Dulles, unless you want to risk additional charges and dirty cars. Avis refused to refund me, so I did a chargeback with my bank. Unsurprisingly they sided with me…

I booked this reservation through Priceline and the two prices, what I was expecting to pay on my emailed receipt/itinerary, and what was requested at the counter, did not even closely match up. I drove 45 minutes to encounter an Avis representative who was extremely evasive in my simple questions and outright rude. Said my problems weren’t his to deal with and to take up to Priceline.

Arrived as a preferred member with a car and spot assigned. Upon arrival there was a different car in the spot. The app showed the car I was supposed to get was 13 miles away at a Marriott.
Routinely wait ~30 minutes for the shuttle pick up from the terminal. 5 National and multiple Hertz busses came though as we all waited.

My plane arrived 30 minutes early and I asked her to change the drop off time to 30 minutes earlier. She said she can’t and tried to charge me more.

This is one of the worst Avis locations I've been to. One visit, there was no preferred line at all and my car was not pre-assigned for some reason. I had to have a staff member move my car out of that space that night, because it was physically touching the car in the parking spot behind it and I refused to move it for liability reasons. Another visit, my car had been pre-assigned but it wasn't listed on the board. In that case, that car had so much damage and screwed up paint (and I've seen some rough airport cars) that I went back to the counter and asked for a different one. Cars do not get well cleaned. I understand not washing them, but the insides should not have fries and other people's old paperwork. This last time, two different Avis shuttles filled up at Dulles before I managed to get on one, because that many people were waiting and the shuttles were tiny.

I have never in my life experienced such blatant dishonesty and exploitation from a company until I dealt with Avis through Booking.com. Let me be crystal clear what happened to me was nothing short of daylight robbery.
I booked my vehicle online, going from Ohio to Washington DC, and everything looked perfectly fine in the app. The rates were displayed correctly, and I was charged the proper amount. But the moment I traveled overseas, suddenly the app started showing me prices in Euros without my consent and without any explanation.
When I arrived at the airport to pick up my rental, I was confronted with an absolutely absurd demand: I was told I needed to show a French passport. I am an American citizen with a valid U.S. passport, and yet they insisted that because my booking “went through the European side,” the terms were different. This is nothing but a scam tactic.
With my family waiting outside after a long flight, exhausted and stranded, I had no other choice. They claimed they had only one van available and then had the audacity to charge me $900 — when the confirmed booking on the app showed just over a hundred dollars. That’s not just an “inconvenience.” That is predatory, misleading, and exploitative behavior targeting customers when they’re most vulnerable.
This experience ruined the start of my trip and put an unfair financial burden on me and my family. The way Avis and Booking.com handled this situation was unprofessional, unethical, and completely unacceptable.
I expect an immediate investigation and a full refund for the outrageous overcharge. If I do not hear back, I will be escalating this matter to consumer protection authorities and making sure my experience is heard widely.
No customer deserves to be treated like this. Avis and Booking.com your actions here were disgraceful

My experience with this company has been horrible. We arrived late at night to a long line of disgruntled travelers as they dealt with this company. Many of them coming back in due to issues such as no key (that the staff handled rudely and dismissive), vehicles smelling too terribly to drive them and even no vehicle in the designated area the person was sent to. I had reserved my car online early and even did pre-check in. The process after the shuttle still took over an hour and the car i reserved was not available. When sharing my concern with this I was dismissed and forced into a vehicle I did not want to drive. I asked them to upgrade me as they were failing our agreement but they refused. I called the 800 number to share my concerns weee again I was left dwelling disrespected and unheard. They said I would get a call within three hours to discuss my concerns and rectify the situation. Surprisingly the call never came. I rent vehicles at IAD Airport regularly for work and will never use this company again. I will also not use their sister company Budget as it is all the same staff and vehicle selection. Very disappointed and regretting doing business with this company.

Terrible customer service. Waited in line for over 1.5hours to pick up the car I reserved online. No wifi in the building (and poor data connection) so I was unable to contact my family to tell them why I was running late (I flew in on an international flight and don't have a US phone).
I prepaid for the car but the agent tricked me into adding more services. She added the fuel service surcharge and when I told her I didn't want it, she told me not to worry since it was added automatically since I was dropping off at DCA where there isn't a fuel station nearby. She told me the charge would be removed if I returned the car with full fuel. This was a complete lie - there was a fuel station directly next to Avis at DCA and even though I returned the tank full I had to fight with Avis through many phone calls and emails to remove the charge.
I also told the agent I don't need insurance as I already have it separately, and she said it was only the basic insurance included with my Corporate discount code.
I then realized she charged almost 200$ for the insurance as it was not included with my Corporate rental code as she said. I called customer service that night and received different answers from everyone I talked with no option to remove or refund the insurance.
I will never use Avis at this location again. I heard Enterprise is much better so I will try them next time.

Pretty bad Avis location, I have had multiple issues here. Staff is friendly at the preferred counter but seems operations is bad. I have been assigned cars that are not on the lot. My last visit it took 4 cars before getting one that was drivable, and was in terrible condition. First car wasn’t in spot, second car would not start, third car back window was stuck down, 4th car was filthy but after waiting in like 20 minutes per car I just took it. All of my reservations are made months in advance. This location definitely needs work.

I’m completely happy and satisfied with the service! A special thanks to Mariyam, who went above and beyond to help me select the perfect car for our trip. She also gave me the best price, which made it even better. We were 7 people traveling together, and the car she recommended was incredibly comfortable and spacious. The whole process was smooth and hassle-free. I couldn’t have asked for a better experience. Highly recommend
