Little Mountain Park is an expansive park with several miles of walking and biking trails. Even if those are not your thing there is a road that leads directly to the top of the park that features some cool views.
The main top area has a decent amount of parking and 1 lookout cabin where this picture is taken from. This view faces west and on a clear day one can see the Olympic Peninsula and Olympic Mountains pretty clearly.
If you take a short hike/walk to the north there is a very cool bridge/lookout that faces north and overlooks the city of Mount Vernon but you can also spot rolling hills and some of the San Juan Islands on a clear day.
There were no restrooms but this park does seem to have something for everyone.

This beautiful park feels much more remote than the few minutes it takes to get here from downtown Mount Vernon. There are pros and cons to visiting, however.
Pros: As a biology student researching fungi, this park is a true delight in terms of finding unique specimen. As you can tell from photos, I've found a plethora of different species of fungus, slime molds, and native plants. It's a pretty quiet park, also, so you're surrounded by the sounds of birds, wind in the trees, and the few small brooks you'll come across. It's also advantageous that there are parking lots both at the top and bottom, so you can start either place. The trails are winding, and though there are few maps of them, they each run into each other, and it's easy to find your way back no matter. The views from both the bridge and the gazebo at the top are gorgeous scenes of the Skagit Valley, so even if you start at the bottom, making your way to the top is more than worth it.
Cons: There are regular enough bear sightings that it's definitely important to keep your eyes peeled and carry bear mace, if you can. This park also contains trails specifically for mountain biking and are labeled as such for the safety of bikers and hikers, but that doesn't seem to keep the bikers to those specific trails. You'll find mountain bikers on any trail, and they don't always slow down and do always expect hikers to get out of the way, even on pedestrian trails. I recommend limiting headphone use to one ear or not at all if you use them hiking, so you can listen for oncoming traffic. The park is dog friendly, which is a major bonus, but requires dogs to be on leash. The con here is that many don't respect the leash rule, which can be frustrating to those walking with nervous or reactive pups.
All of that said, this is a lovely park, and most people you run across are friendly. If you run across me staring at logs or photographing mushrooms, feel free to say hi!

You have choices of how far you would like to hike and the trail isn't that bad either. My little one enjoyed it as well as our puppy.
Toilets: Restrooms were really bad. Could be cleaner
Dog-friendliness: They do allow dogs to be with you.

Drove up there and it's like Daaannnggg this is here right on top of these pyramids that are buried. Look at this place and a couple near by on Google Earth.. ?

I love the views from the top and that there are lots of different trails to choose from.
Toilets: They recently added a new parking lot in a the base of the mountain that has 2 gender neutral vault toilets just like a bunch of other parks around Skagit county.
Dog-friendliness: Plenty of trials that a perfect for dogs.
Picnic area: There is an area at the top that has a gazebo and a few picnic tables where you can set up to eat.

Endless trails with varying difficulty levels, plenty of biking areas, amazing views, even a dark and light side of the mountain depending on the time of day! Whether you feel like a cool, relaxing, shady hike or a beautiful sun-soaked walk through the forest, Little Mountain is the place to go!
