Went in to cash a check as a non-customer and was told to go to another branch because they do not cash non-customer checks. Not her fault but not the best answer for clarity. Good to know not to get an account with them.

went to a Citibank in Redlands California just to get a couple of rolls of quarters for a $20 bill and they refused us stating that if we don't have an account with them they can't help us.
