The internet frequently just disconnects and I have to reset it multiple times its very unreliable

I am not a spectrum user my neighbor next door have spectrum why is her spectrum bill coming to my apt. Number I'll see them soon because they're not resolving this issue and if I decided to get cable I guess they will say I have a bill my apt. 507 her apt.506 fix this mess you all have caused
