How does a package with the person name, address and state clearly visible get delivered to a totally different address and state. Make that make sense

Don't expect to bring a package and simply ship it. Thats not how it works. They will wait until your out of line, then tell you to buy THEIR mailing slips and REBAG and READDRESS when in reality it's their job to do so.
