Pumps are always broken in various ways! I gave up trying to get gas there! What a joke!

I go to this gas station very frequently. My husband just bought me some candy because I wanted something sour. He got sour punch straws and I opened them up and bit into one. It was really hard and stale so I checked the date best by 04/05/2019 . how are these still on the shelf and why is product not being rotated?
