Why is this location allowed to continue operating? According to the other reviews, and my experience, this is an ongoing problem.

Today I stayed home waiting for my delivery, but the driver just passed by. I kept checking the app, and it keeps showing that the delivery will come the next day. It’s been like this since yesterday, and I don’t understand why.
