Service desk is always slow and service is never available. Why are there so many choppy nasty speed bumps one after another?

No one here is helpful. Came here for a money gram and the cashier tells me that they don't do it here even though just last week I did, all the signs say they do. I already had to call them from the back to assist me since the cashier was sitting to the side. I believe they just didn't know how or didn't want to do it.
